seAp Advocacy

seAp is an independent charity that provides free independent and confidential advocacy services. We provide independent advocacy services to help resolve issues or concerns you may have about your health and well-being or your health and social care services. Our aim is to ensure that:  You are in control of decisions which are made about you.  Your experiences, views, wishes and feelings are heard.  You can contribute to improving the health and care services you use In Kent & Medway we provide Independent Health Complaints Advocacy which can support people to make a complaint about an NHS service or service paid for by the NHS. In Medway we also provide Independent Care Act Advocacy (ICAA), a new right for people and their carers under the Care Act 2014.

1. Action Plan

1. The National Dementia Declaration lists seven outcomes that the DAA are seeking to achieve for people with dementia and their carers. How would you describe your organisation’s role in delivering better outcomes for people with dementia and their carers?

Under the Care Act, an advocate is there to speak up for the individual in the care support and planning process, to make sure that their wishes, views and feelings are at the centre of the decision making process. An advocate also has the benefit of being independent from any conflicts of interests, whether personal or professional.In health complaints advocacy, complaints can make a real difference to the quality of healthcare – they can make sure mistakes are not repeated, that processes are changed and staff training needs are identified.

2. What are the challenges to delivering these outcomes from the perspective of your organisation?

The main challenge is that tight boundaries are placed the limit of the role under both contracts and we are unable to go beyond the scope despite there often being a clear role for advocacy beyond what we are able to provide. Resources for the services are stretched and therefore whilst the need for quality training is recognised both financial and time pressures impact actual delivery. We are keen to enter into any reciprocal arrangements with other organisations.

2. Actions

  • Raise awareness of entitlement to advocacy under the Care Act

    Visit all social work teams at Medway Council to deliver training.

  • Raise awareness of entitlement to advocacy under the Care Act to carers groups.

    Make links with carers organisations such as Carers First.

  • Ensure all staff delivering the new ICAA are sufficiently trained.

    All staff are working towards the Care Act Unit of the QIA.
