Adults Workforce Development Team - LBRuT
The Adults Workforce Development Team (AWFD) is committed to providing learning and development opportunities for staff working in statutory agencies and supporting the private and voluntary sectors in maintaining a suitably qualified and trained workforce. Our overall aim is to enable the social care workforce to work in a more integrated way and improve the quality and delivery of their services for their service users, Carers and local communities. Our learning and development programmes aim to meet the specific needs of those people working with service users who may have mental health problems, dementia, learning disabilities, physical disabilities, neurological disabilities and serious illness. Where required, the Adults Workforce Development Team, will commission specialist courses and learning opportunities to meet the needs of the statutory and local workforce.

1. Action Plan
1. The National Dementia Declaration lists seven outcomes that the DAA are seeking to achieve for people with dementia and their carers. How would you describe your organisation’s role in delivering better outcomes for people with dementia and their carers?
The Adults Workforce Development Team has signed up to the London Borough of Richmond Upon Thames Dementia Care and Support Compact 2013, which demonstrates our commitment to improving the lives of those living with dementia and their carers. We endeavour to do this through providing high quality training and learning opportunities to members of the Richmond statutory sector and supporting the private and voluntary sector in maintaining a qualified and trained workforce.
Our aim is to equip the workforce with improved knowledge, skills and abilities so that they can work as effectively as possible with people with dementia and their carers. Our programmes, includes classroom, e-learning training and multi-sector organised events, as well as enabling access to resources and funding opportunities in order to support the development of learning programmes.
The AWFD Team regularly engages with a wide range of health and social care services and organisations in order to promote awareness and take up of the dementia training on offer, as well as identifying any new training needs that could be met by the team
2. What are the challenges to delivering these outcomes from the perspective of your organisation?
The challenges for the AWFD team in delivering on these outcomes include the difficulty of meeting the principle of integrated working. There is a need for the statutory, private and voluntary sectors to work together for the benefit of people who have dementia. There is also an on-going emphasis on greater integration between health and social care. Not only are there organisational challenges to be met , but also the challenges of diminishing resources. An example of the latter is the limited amount of funding for private and voluntary organisations to support the training needs of its staff, which could have an impact on the delivery of quality services to its service users and carers.
Members of these various workforce sectors need to better understand each other’s roles in providing social care as well shifting in their approach from a service led approach to a ‘service – user led’ approach. The changes in the demographic profile in Richmond mean that over time, there will be an increased demand for services for people with dementia at the same time as a decrease in the available pool of labour to deliver them.
Finally, there is the challenge of our dementia work competing for priority with other national policy drivers such as the Care Bill and Better Care Closer To Home.
Dementia Training for the health and social care workforce
We will improve the skills of the social care workforce by collaborating with health colleagues in developing and delivering high quality learning opportunities to staff across all health and social care settings. We will also look at creating self-sustainable training models around the issues of dementia which will enable the PVI sector to increase opportunities to develop and deliver training in their own organisations.
Raising Awareness of Dementia Issues Across all Sectors
We will provide opportunities for better integrated working through ongoing communication and engagement strategies. These will include a newsletter to the P&V sector, Best Practice provider forums and the use of social media.
Greater Inclusion of Service Users and Their Carers
We will commit to greater inclusion of service users and their carers, living with dementia, in the planning of, and participating in, our various learning and development programmes
